All-Day Tuition-Free Kindergarten
Beginning with the 2026–2027 school year, Milford Exempted Village School District will offer tuition-free all-day kindergarten for all families, expanding access to full-day learning opportunities for our youngest students.
Following the failure of the 1 percent Earned Income Tax levy in November 2024, the District adjusted several financial structures for the 2025–2026 school year, including increasing all-day kindergarten tuition. During that enrollment cycle, district leaders closely monitored participation trends and observed a decline in kindergarten enrollment.
Further analysis showed that more families are choosing private and parochial schools, many of which participate in state-funded voucher programs. Across the region, nonpublic school enrollment has increased, including 853 students residing within the Milford Exempted Village School District utilizing EdChoice Expansion Scholarships.
In response, Milford Schools conducted a comprehensive review of enrollment data, regional tuition comparisons, and long-term financial projections. The District has also reduced expenditures in alignment with its recent Performance Audit findings, helping to make this transition financially possible. After evaluating comparable and neighboring districts, Milford Schools has made the decision to transition to tuition-free all-day kindergarten.
In addition to addressing affordability, this change is rooted in student outcomes. District academic data consistently shows that students who participate in full-day kindergarten experience stronger academic and social growth compared to those in half-day programs. Expanding access to a full day of learning allows the District to better meet the needs of every child from the very start of their educational journey.
Families who have already enrolled their child for the 2026–2027 school year will automatically be placed in the full-day program. No additional action is required.
